2021 Fall and Early Winter Climate Outlook

The latest monthly and seasonal climate outlooks were released Sept. 16, 2021 by National Oceanic and Atmospheric Administration’s Climate Prediction Center. Forecasters are pointing towards a warmer than average October, with odds leaning towards drier conditions for the last few months of the year.

Fall Armyworm Caterpillars Causing Issues in South Dakota

This week we started to receive reports of pastures and alfalfa stands that have been heavily fed on by fall armyworm caterpillars. Typically, these pests are not an issue in South Dakota. However, populations have been very large in many states during 2021, and they have now moved into South Dakota.

With much of South Dakota experiencing dry conditions this year, grasshoppers are one of the insect pests that will need to be monitored. Large grasshopper populations may cause economic loss in cash crops and reduce forage in range and pasture lands.

Producers often have difficulties locating fellow producers to buy, sell or rent forages and grazing acres too. South Dakota now has two widely recognized, free resources to aid in these connections.

According to the latest U.S. Drought Monitor, nearly 18% of the state is in Extreme Drought (D3), while another 70% follows as Severe Drought (D2).

As of Aug. 2, 2021, the South Dakota Department of Health indicated that West-Nile-virus-positive mosquitoes were detected in Brookings, Codington, Hughes, Lincoln and Brown counties in South Dakota.

Dry conditions persist across the state, and many new questions are being asked regarding the federal assistance programs available from the U.S. Department of Agriculture Farm Service Agency.

Drought Assistance From USDA: CRP Haying and Grazing

As this year’s drought intensifies, folks are quickly running short of forage. Due to the D2 Drought Monitor classification, most South Dakota counties qualify for Conservation Reserve Program haying and grazing for emergency and non-emergency use.

The National Oceanic and Atmospheric Administration Seasonal Climate Outlook, released Aug. 19, 2021, projects drought conditions to continue through the fall season.

During a drought, it is not surprising that the South Dakota Water Rights Program will see an increase in permit applications. In South Dakota, water is considered the property of the people of the state, and depending on your intended water use, a water right permit may be needed.
